A somewhat odd document. I'm not sure that one necessarily needs to regard the House of Saud as being a problem in order to regard Saudi Arabia as a problem. There does always seem to be an assumption from the US administration that terrorism is, by definition, something that must be state sponsored. Clearly, that is not the case, but that assumption seems alive throughout this document.

Regarding the comments on Egypt, I am left wondering whether we are not simply seeing the portion of the iceberg that is above the water. It looks to me that this was one of three presentations, the other two being on Iraq and Egypt*. Frankly, I'd be fascinated to know how Iraq's apparent status as 'the tactical pivot' ties in with the analysis of Wahhabism the presentation outlines. Not at all I'd wager.

*Would it be normal in the US for such documents to be disclosed? Needless to add, here in the UK it most certainly would not be. That is, was this document disclosed or leaked?
